It is a short story by Frank Herbert, famous for big novels like "Dune" and subsequent novels in that future universe.

You can find it in the collection "The Worlds of Frank Herbert" and several other places. I have failed to find it in readable form on the web.

    I read Dune and all those Frank Herbert books.

    What Frank Herbert has to do with gun control is beyond me.
