    I rarely complain about anything. If I see wrongs being done, I don't kick back and complain, I'll step up and, if possible, do what I can to help stop the wrongs from being done. If I do complain, it's usually about people who complain all the time and that do nothing to help.

    That's false. I tolerate people exercising their rights. Just because I disagree with someone's beliefs / behaviour doesn't mean that I feel entitled to complain. 

    It also massively depends who you are complaining to and what your intention is. Are you merely expressing dissatisfaction and applying social pressure? Or are you appealing to an authority to force compliance with your whim?

    Your question betrays a disgustingly authoritarian impulse.
