Mmm no. In 2001 the government shut off water to farms in Klamath Irrigation District, Oregon. The shortage dragged on for six freaking months before a farmer got up enough courage to climb a fence and turn it back on. A forumite who lived near there reported "These are not the pioneers we remember. They are whipped and they are tired." The citizens of America just don't have enough courage or energy to sustain a violent overthrow. (Tiredness is one well known symptom of a collapsing culture.)
