Why would anyone who has outdoor cats set out a bird feeder that hangs 3 feet off the ground?

Is my neighbor a sadistic f#ck or just not very bright?

    Duh, maybe he is trying to reduce expenditures for cat food. 

    What's sadistic is putting a scrunchie on your cat so the birds can see it. The scrunchie gets caught on something and the cat dies.
