If it's genuinely asked, yes. Questions asked with a sub-text (either to deliberately appear stupid or with some kind of manipulation in mind) would qualify though.

Some people ask questions when the answers are right there in front of them, available to their senses if only they look, listen, smell, taste, feel and pay attention.
Some will ask a question when they already have all the information they need to work out the answer to something either practical or logical.
Some will ask the same question of the same person less than half a second after hearing the answer to it the first time. Or ask the same question every time they see you, as though the conversation never occurred before.
Some will ask questions (the answers to which may be vital) of people who don't have the expertise to give a correct answer, and then act on that advice - like members of The Red Barn, as a result of which over 250 children died of curable diseases.
I suppose it depends on what you consider stupid.
