My niece just married another woman a couple of months ago and yes, they were both involved in planning the wedding, almost equally. It was a group effort though. My sister and I were highly involved in the planning, as was my niece's mother in law.
But in most opposite sex weddings that I have witnessed, most of the planning seems to fall on the side of the bride.
