Savvy, I have watched a lot of True Crime type videos on tv? I swear, at least 10 of these people who killed someone got nailed at the funeral for inappropriate behavior like that.
They are so oblivious to other's feelings, they cannot ape the feelings of others. They stand out like a sore thumb. A lot of times, they will be just joking and talking just like it is any other day and the phone is a dead giveaway.
I'm reminded of Scott Peterson, who murdered his 8 month pregnant wife, Lacy Peterson.
While at her memorial service, he was on the phone lying to his girlfriend and telling her he was in Paris. ?? At the memorial.

I have no idea. What I do know is that a telephone is a tool that interrupts other people's sound.
Meaning, if you are talking, those around you can hear you. So the most appropriate place when you don't want to disturb others is in a quiet space devoid of others you may annoy.
If people don't care, talk away. But if you are at work and you use your phone and expect to indulge in personal calls, you need to do it on break and not use the breakroom for your own private breakroom. If you expect others to tone it down because you are on the phone, then you are a jerk.
