It's a term invented by French film critics to describe certain Hollywood crime dramas made in the 1940s and 50s. They tend to be dark in the literal sense, in that much of the action takes place at night, and in the sense of having a bleak or pessimistic world view, but with crisp, elegantly written dialogue and not much on-screen violence.
"Where the Sidewalk Ends" and "Laura" - the latter even comes close to being a comedy at times.
