A google search finds NYC, Paris, Las Vegas, Los Angeles, and Lowell all called "City of Lights" although Paris is properly called "City Of Light". Lowell does not identy where it is although one of the sponsors is "UMass Lowell". You figure it out: https://www.lowellcityoflights.org/
