I think the effect is enhanced in the middle of a huge continent.
The British Isles have had snow in the North and East, and we are being warned of temperatures possibly dropping to around -10ºC (about 17ºF) - but it is Winter, and such Winter weather is common here.
The news programme this morning on BBC Radio Four told us something of the chilly weather you're presently having in North America and Canada, by playing several clips from your weather reports. They all mentioned wind-chill as well the real temperature. Our own forecasts do warn of this, but don't make a big thing of it, and do not usually enumerate it; perhaps because it's actually a highly subjective, individual effect.
