Since it took each one of those painters an entire day just to paint one wall, it's evident that they belong to the IUPAT (international painters union). Union bylaws stipulate that each worker mush be given 2-10 minute breaks per shift(one before the lunch period and one after), along with 1-60 minute lunch period. If the worker is a smoker, then the employer must provide additional 2-4 minute smoke-breaks (as needed). Furthermore, for each painter there must be at least 1 safety observer (another union painter to make sure that the one painting doesn't get hurt). As each wall is completed, another painter must stand watch to make sure that the paint actually dries THOROUGHLY (plus one additional safety observer). If the paint doesn't dry within the 8-hour shift, additional workers must be present to ensure paint dries (or employer must pay the original workers overtime (OT). Union bylaws also state that all OT is voluntary (meaning employer cannot force a union member to work OT). All OT rates must, but are not restricted to, time-and-a-half the regular wage. If the employer does not wish to pay OT, then additional union workers must be present to continue the job. Bylaws also state that there must be at least 1 union sanctioned foreman at all union job sites.
Therefore, to paint 27 walls (regardless of how long it takes), one must use a minimum of 81 union painters + 1 union foreman.
