Because it doesn't mean that everyone has it, it means that there is information that is conveyed implicitly, combined with basic intuition, and is common to a particular culture in a particular place and time, that we expect most people to know. The problem with "common sense" is that it can itself be wrong or misleading, and unless we examine and deconstruct it, it's usually automatically assumed to be true.
Common sense is almost an abusive term - depending on context.
It takes a lot of common knowledge about zillions of tiny facts and how things work in order to have "common" sense.
Where we grow up we learn what's safe and how to deal with particular situations.
Put a successful city person in the country and suddenly they become an "idiot" with no "common sense."
Well of course! Because they don't know what they don't know.
No one ever said it was common. It is somewhat hard to find in the general population.
Because it was invented by people who have none.
Because we now live in a safe place society that coddles people into stupidity and weakness.
I'd leave things alone in that situation.
I've always found it an amusing phrase because it's not common and all too often it doesn't make sense.
There are many times when leaving something alone is the worst thing one can do - a stitch in time.
Generally people who post such a question think they are possessed of vast common sense. Which they're likely not.

Mmm. I wouldn't be too quick to assume that. After all, we are over-populating the planet, filling it with rubbish and pollution, sending several species extinct every day, fighting wars all over the globe... billions of us engaged in destructive behaviours towards nature and each other every day... that doesn't seem very common sensical to me.
Because if everyone had it, then we wouldn't be able to keep using an appeal to it as a solution to all our problems :)
