No. Some modern makers started adding salt to the water to.for the name but only a few and after the fact. The name comes from a flood in Atlantic City.
The point being saltwater taffy is no different than any taffy.

I live near Cedar Point Amusement Park. (mostly killer roller coasters these days) They have salt water taffy stands at the park exits and they do a booming business as patrons are leaving at closing time. Then they eat the taffy as they head home. Then they lose fillings in their teeth and have to see the dentist first thing Monday morning.
