Depends on where you live. Some states have "peeping Tom" laws and some don't. But even if they do it would require the person being "peeped" on being nude or partially nude.
If someone is watching you in your home, I would call the police and see if they can help. There maybe some stalking laws that could come into effect also. But again all that would vary by local laws.

There's a BIG difference between someone watching from a public street or sidewalk, and someone TRESPASSING on private property to peep into windows.
I walk all over my neighborhood, but I stay on the sidewalk. If people don't cover their windows I have NO problem with looking inside.

It is still a violation of privacy, and so at least a misdemeanor.
On the other hand a lot of Paparazzi specialize in doing just that, and dont get jailed, so I cannot say for sure. There are other factors to be considered.

In most cases it is not unless the viewer is taking measures to get around barriers put in place to block the view. If you can see in under regular circumstances then no crime or invasion of privacy is being made.
