Decriminalizing an action doesn't mean that it is allowed. It can still be a violation of law that carries some form of punishment. But not incarceration. Speeding and illegal lane changes are not crimes; they are infractions/violations.
She is saying she agrees with Castro regarding the border. I've read that a few times in the past couple of days . That's where my answer came from. I did not, however, watch any of the debates. He made it clear he is for making illegal border crossing a civil rather than criminal violation. That is what decriminalizing means.

No, it won't help her to win. Open borders are one of the liberal's main election arguments. Unfortunately for them, that argument hasn't done a whole lot of good for them so far and I don't see it doing anything for them in the future. It also shows that they have nothing new to offer. It's the same tired and boring mantra they've been spewing for quite some time now. :)
