    Like with so many sayings, I don't agree.

    Sure, confidence has an effect on a person's energy, mood and behaviour.
    It usually does make a person more attractive.

    But pretty or beautiful is also a culturally defined judgement and a matter of personal taste.

    There's an interaction between what happens inside and outside; they affect it each other.
    It's rarely a one-way process.

    If you dangle a nice wriggly rat in front of a snake that's still digesting its food, nothing will make it want to take that rat.
    A large element of attraction is desire. If desire is not present in the beholder, pretty is barely even noticed.

    As libido wanes with age, physical beauty becomes less and less a trigger for desire.
    A very young boy or a very old man might like the sight of a lovely young woman but it does not stir his gonads.

    (Confidence can also have the opposite effect.
    I've seen people who are extremely confident of their attractiveness and yet totally unattractive -
    Their assumption that they're irresistible is part of what makes them repulsive.)
