That's as stupid as saying ... well, let's take it all the way back to ... "those people who use spears, instead of their bare hands to hunt, are lousy hunters."
Just because somebody prefers using a bolt-action ... or muzzle-loader ... or bow-and-arrow ... doesn't mean somebody else can't use a different method. Nor does it make the second person inherently any better or worse a shooter than the first person.
If they are going to espouse getting rid of firearms because of how bad shooters are ... then everyone would have the firearms used by the CMP (Civilian Marksmanship Program) and Olympic shooters. But it isn't the firearms that make those people good shots. It's practicing with whatever firearm they prefer. (Which, btw, is why the police are NOT the best shooters - they can't afford the time/ammo to practice as much as serious hobbyists.)

The action* of the gun has nothing to do with the aim of the user.
*action of the gun= the way the gun ammuntion is moved into the chamber and then ejects the spent shell. ie. Full auto (illegal) multiple shot per trigger the gun ejects and reloads automatically Semiautomatic one shot per trigger squeeze...automatically ejects and reloads Bolt shooter moves a bolt foreward the backwards causing the ejection and reload Lever shooter moves the lever down then back up...ejecting amd reloading Pump shooter pulls it towards them then back ejecting and reloading
There maybe one I am forgetting but it has nothing to do with aim...it is the way the firearm removes and reloads the chamber with ammo.

Before Port Arthur, I had a bolt-action .22 for hunting rabbits. No magazine, so I had to reload after every shot. I never went hungry.
Semiauto is never a requirement unless you want to hit many targets in quick succession, or you're a lousy shot. Limited only by the speed and which you can pull the trigger, so multiple shots per second are possible if you're quick enough. And given that the auto ban initiated in 1986 was grandfathered, there's plenty of those about, too. NEW automatic weapons were banned. High-cap magazines are a bigger problem than action. Who needs more than half a dozen rounds? Mass murderers, that's who.
Bunk. If I were to use the Portland, Oregon mass transit light-rail system ... I'd damn sure want more than a half dozen rounds. It is common for gangs of teen thugs to assault innocent people on that system ... and the "transit cops" do NOTHING. The only time such assaults are reported on the news anymore, is when an armed citizen stops the assault.
So fire the cops and hire good ones. An armed citizenry is never the answer - particularly when almost none of them are trained and there's no restriction on crazy people getting them.
You can't blame the cops, when their hands are tied by ridiculous demands imposed by the citizens. If the police use force ... even non-lethal ... they are "the bad guys", and the individual officer and city will face lawsuits from the criminals.
Anybody who has been adjudicated "mentally incompetent" is forbidden from owning a firearm. Also, we now have "red flag" laws in many areas (and growing) where the family/friends/neighbors may request government remove firearms from people who MAY have mental problems - without a trial.
Every person who gets a license to carry concealed has to pass a more intensive background check, than someone just purchasing. Most people who get the license also practice more than police, so are better shots.
