    Nope.
    If he pardoned them for federal crimes ... it was entirely legal.
    There is no Constitutional limit on how a President can use their power to pardon, as long as it's a federal crime.

    And once pardoned ... the whole "double jeopardy" thing comes into play.
    You'd have to charge them with a separate crime.
