This case has been in the news for more than a year. People felt so strongly about the circumstances this young lady died in jail. Her mother sued, but the city decided to settle out of court.
The problem had been that 55 people had died in that same jail within 10 years. Hopefully, this awakens others in how to take care of prisoners who are ill, need special medication while held, and do a better job.
Probably so.... The most important part of the out of court settlement requires the Jail to be more proactive in monitoring the safety and health of inmates.
The money is paid by an insurance company. Every police department maintains a policy for exactly that purpose. Just another cost of doing business.
