You're gonna catch some heat on this. LOL Despite the low-level simplicity of this post, there is a greater Socio-Economic aspect to this question which I choose not to delve into here which is contextually in agreement.

Economically it won't happen, it can't happen. Most families need two incomes to make it. I remember when someone making minimum wage could buy a house and a new car, no problem. The cost of living has soared but the pay has stagnated. Every year the prices go up more than peoples paychecks. The family unit has suffered and crime has risen as a result. Someone needs to step in and put a freeze on rental property increases, especially in places like California. They have reached a breaking point. History says there is always a point when there is a correction, I'm waiting. As yes, to answer your question, women should be able to stay home and raise the children.
