    Interesting question with no good answer.  Living in two worlds I do have a different perspective.

    1.  Racism is prevalent Worldwide against many different groups.  Africans or people of African heritage are the most common targets followed by different ethnic groups depending on your location.

    2.  Worst offenders are Asian with China being the worst, India, Russia and believe it or not Africans in Africa.  In Africa the current state of affairs is deadly, White, Colored or Black.  The indiscriminate murders of whites in South Africa by the ANC would make Madela cry. The racism of inter tribal groups towards each other is appalling, look to Uganda, Sudan or Nigeria for prime examples.

    3.  The US & Canada are the least racist and most accommodating to African Americans and other People of Color.  The last two US Administrations have increased to angst and hatred.  Exporting Jobs and Hope has only fueled the fires of inter-group fear and hate. Race plays only a minor factor, Class is the major driver

    To much blame to be slathered on everyone.  The Prime Drivers have been Nafta and the Free Trade Mentality - Clinton with NAFTA - The Koch Brothers Libertarian movement (free trade).  Both were designed to let the Billionaires grab money - now look at who these Billionaires and you would be surprised at the rainbow coallition of Billionaires

    Racism has been a part of humanity for centuries despite the best efforts of governments to eliminate it. You can't simply make racism disappear by passing laws to force anyone to stop. So, in my opinion, no, it can't be fixed by governments.

    Ultimately it's up to the individual to come to grips with the problem and find it within himself or herself to eliminate their own racism and bias. Then join forces with others of like-mindedness to help tackle the problem. Unfortunately, for many, that won't be easy.

    Government can't eliminate racist thoughts from people. That's where it all starts from.

    If it were truly a "system" problem ... then yes.

    But it's not.  There's no written regulations to discriminate against blacks.  The system itself is either neutral, or actually favors minorities.

    Some of the problems are ...
     ... people who ignore existing training/regulations.
     ... people who refuse to work within the system to educate those who don't know better.
     ... people who refuse to work within the system to punish those who refuse to follow training/regulations.
     ... a neutral system that doesn't take into account income disparity when funding education and healthcare.

    No, because the systems have been created by the government.

    In the same way that women's rights have slowly improved since the suffragettes by changing laws and institutions, the same could be done to assist in reducing and eventually eliminating racism.

    The first step is zero tolerance for acts of racism (including incitement to racism).
    It must start with training the police and the judiciary.
    Police should be psychologically evaluated for racism;
    if found racist they should be sacked and retrained for jobs which don't give them an opportunity to abuse power.
    Prospective new police should have to pass screening tests that prove that they are not racist.
    It's easy for psychologists to create tests that contain lie detector questions.
    Tests should be verbal and conducted in the presence of an observer trained to detect tells.
