What would be unacceptable reason(s) for a person wanting to make a legal change of name for themselves?

      Creating a new identity in order to go on the run, to hide from responsibilities such as family obligations or bills or outstanding debts.

      Fleeing from prosecution.

      Avoiding parole or probation.

      Criminal activity. 

      Assuming the identity of another person.

    Looks like that just about covers everything. To get around that a smart person would have to try use fake ID in the first place then revert back to their real name.
