    Yes, it's somewhere.

    No.  Downtown is the business and commercial center of a city.  It is not more likely to be in any particular direction compared to the rest of the city.

    You did not define how you meant place.

    Place:

    2aan indefinite region or expanse all over the place
    b: a building or locality used for a special purpose


    I believe a restaurant meets definition 2b.  You should make your question to mean what you where going for specifically.
