That's not the worst type of water fraud. The worst type is when miners divert huge amounts of water, far more than allocated, for tailings dams. We're talking gigalitres. The Darling River in the outback is practically dry thanks to the major tributary, the Barwon, being drained by coal mines. Where there is any fluid in it at all, it's toxic thanks to leaching, and has a pH akin to concentrated hydrochloric acid. Water theft, by miners or irrigators, in an area as parched as inland Australia, merits jail time. And throw away the key.
