Usually he's part of it. The captain of the team still plays. His Royal Orangeness was the exception, he tended to regard himself as a cut above the plebs, so has never been part of anything. It's all about Trump.
Come on, I accounted for that possibility with "unless, of course, you're talking about baked goods." But if you were really going for the LOLs, you might have said "may have a bagel in any portion of their administration."
