    3. 5 words - in Tim a day shin.

    4. Inform the IRS about that large momentary receipt they got but somehow failed to report.

    5. Keep track of their numerous grammatical errors.  Then when they "pull; you over", use them against em.

    The term 'bean counter' comes to mind referring to a person who nitpicks over the most minimal things in order to make some appearance of efficiency. Bean counting usually is in reference to money but can also relate to a person's obsession with counting any other things such as words or even tildes.

    I don't count tildes like that other guy, Randy What's-his-face. But the point in counting words is not merely to nitpick. I am sincerely trying to help you improve how effectively you communicate. In the abstract, the number of words doesn't matter. No word should be present that doesn't directly contribute to the message. Extra verbiage doesn't add color or anything else. At best, it adds nothing. At worst, it obscures what you are trying to say, as in your question about the Russian army. I edit my own posts the same way before I post them. I just edited this one.     I recall a moderator on Answerbag who took it upon himself to correct misspellings in posted questions. If a grammar cop thinks all posts should look alike, just give him moderator access and he can edit to his heart's content.
