Are chefs required to wear that funny looking hat all the time when they are at work?

I don't think so. They should use some kind of head covering, though.

Actual chefs (as opposed to cooks) sure get a lot of dough for doing their jobs, so if wearing the hat is a requirement, I’d certainly do it without beefing about it. I wouldn’t be chicken or try to duck my responsibilities once I saw all the lettuce they’re paying me to sling hash. A tall hat just to take home a lot of bacon, it may sound corny to some people, but hot dog, I’m in! Just look at it as icing on the cake, I guess I’d be a turkey if I groused about it. I know which side my bread is buttered on, just wing it for a while if you think it’s cheesy, but put your reservations on the back burner and realize you’ve got a lot on your plate if that’s too much for you.

That's pudding it lightly. I'd steak a week's pay you can beet that. Some here might be too hard-boiled to believe you.

      I didn’t want to come off half-baked.

A chef's hat (called a toque), is more about appearance than usefulness.  and no, not all chefs wear them. However, chefs in fancy restaurants do wear them... for prestige.

I have known a few and none of them wear the hat.  They are all a bit too cool for that.  My friend who is a pastry chef wore a little white hat but not that big chef hat that is all too familiar from media.

All of the chefs i know do wear a cap or hair net while working, for hygiene reasons. Nobody wants hair in their food. However, none of them wear that silly hat.

They have to wear protective head-gear, but do any chefs still wear the top-hat style ones depicted in cartoons and on restaurant menus, etc.?

All the kitchen and other food-preparation staff I have ever seen, wear closer-fitting cloth caps..
