I don’t know about Australia, but I can certainly tell you in both official writing and non-official writing in the United States over the past few decades, it’s extremely common for people to incorrectly use apostrophes or omit apostrophes when they were supposed to be used. I’ve seen it on print advertising, official government documents, even on documents issued by school districts, to include those of higher education. Grrrrrrr.
