    Yep.   A third of the state celebrates it by cussing out the government for their unwillingness to change it (claim they're being paid off by the clock-winders lobby).  Another third go out and protest against the ones who want it changed (don't mess with our clocks).  The rest are unaware that it happened (why am I the only one at work?)?

    I know for sure that Arizona does not observe. When I was still employed, our company's servers were located in Arizona and it added a new wrinkle in figuring out when processes should be scheduled.

    Yes, but I just keep the same schedule with my animals anyway.  I milk the cows at 5:00 in the morning when standard time is in effect and I milk them at 6:00 in the morning when Daylight Saving Time is in effect.  I also keep my animals’ feeding schedules intact by doing everything an hour later (by the clock, not in reality) when DST is in effect.
