    I think it all depends on the couple’s love languages.  If one’s love language is affirmation, then yes, the other one needs to say “I love you”.

    I believe that law states that such a request must be submitted (in writing) at least 24 hours prior to any reply.

    Sorry!  I never look at categories.   As to the subject,  not really.  If I have to ask I'm not secure in the relationship.  I have never needed to say nor hear "I love you" at the end of every phone call.   Acknowledge that I do not consider asking someone if they love you the same as asking someone to say it.  I think it would be unusual to not feel loved if your spouse really loves you....that language of love is unmistakable unless you have hooked up with a con artist.
