True dat. But it would help if you spelled it out a little . Like HALE? Really we need to think about Hail in that context? I guess the bad weather should have been a clue. Good weather, bad weather, but you have to admit that was really remote, dudecicle!!!
If a joke needs that much thinking about and/or explaining, it's not much of a joke. I'm fairly certain you can do better. And what's up with you foreigners obsessing over our presidents?
The operative term being OBSCURE. Nobody missed it, it was just so obscure as to be hard to find and quite dubious. And you haven't explained what President Trump has to do with Bill Clinton and marijuana. Perhaps you're baked as well?

Maybe he doesn't see what you missed about his explanation. Don't tell someone they are baked unless you have been baked in your own life and know what it feels like.
