Fortunately no.. many and indeed most countries have a populace that live harmoniously, or relatively so.. You will find that most pepople an disagree in a civililised manner.. discuss and debate differences..
I don't think that is their natural state, I think drink and drugs can fuel antisocial behaviour, but I believe most humans just want to get along, be happy and live in peace. Still with a moto "Order Out Of Chaos" you can only expect Chaos at certain times of change in government because that's what they want to create.
