The point of a grad jury is to find out IF there is basis for a court case. If there is an accusation is made and the case is tried in court. If not nobody is accused and the suspicion that led to the Grand jury is quietly dismissed.

They do leak sometimes, The current hullabaloo about grand juries are caused by such a leak.
