Synonymous, to me. Many people do minor infractions every day (even myself on occasion), but that doesn't make the law they broke any less a law.
The reason we have so many "stupid" laws on the books is because at some point, some jerk's only justification for doing something stupid and/or dangerous was, "Hey, it's not illegal!"
