Can you really learn a Colombian accent if you moved to Colombia & live beathe Colombian cultural & speak it all the time?
If you move before you are about 11 years old you have a good chance of having a perfect accent. Otherwise, it's highly likely there will be a trace of your original accent somewhere. It would take vocal coaching to eradicate it.

Yes, it's called studying. How do you think it is done when an actor is acting? Remember movies? Do you think those actors are really from a country they are portraying? Tell me you are kidding? Tell me you really don't think that a language with all its nuances, accent and all, cannot be learned? It can be learned. Not by everyone, of course, but it can be.
