You could only honestly answer that at the end of times, or at the point when the position of president expires for good. Because there's probably going to be thousands of presidents after him.
Do I think he's the worst so far? No. But he's still got another 3 years to serve in this term. He may get worse, but he also may get better.
Certainly the least effective. 11 months into the job, and with his Party in complete control of both Houses, he hasn't managed to get a single piece of legislation passed - and this tax bill reeks of desperation. Prepared over hastily, will almost certainly require amendment to correct a multitude of errors, omissions and loopholes. It will also add $1.5 trillion to the National Debt, and 89% of it benefits only the top 1%. Trickle-down economics has been discredited time and again - in practice it has NEVER worked.
I visited a website that listed what "they" determined were the ten worst President in history. One of the men on that list of worst Presidents was William Henry Harrison. Do you know why he was listed as one of the worse Presidents ever? Simply because he died after serving only 31 days in office. That was their criteria for determining him to be one of the worse. On the other hand, John Kennedy was determined to be one of the greatest Presidents ever. A couple of the reasons given for determining that were because he was Catholic and that he looked good on television. Huh? Truth is, there is no single rule for assessing presidential performance. It's a bit more complicated than that. Something that can't be answered with a simple yes or no. Give the man some time before you throw him under the bus. He is after all being fought tooth and nail at almost every turn by by liberals from both parties.

He is the worst president presiding at the present time and he is also the best president at the same time because he is the only president presiding at the moment.
