China passed legislation that limited reproduction to one offspring per couple, some years ago, to mixed success.
Overpopulation is actually exacerbating the problem of peak oil, because more people now use energy and other sources will be needed indefinitely to meet the need. Yet powers-that-be are obstinate to step away from the use of polluting fossil fuels.
