Because they would draw them on. People eventually figured out what they were talking about and began using the term "drawers" as a euphemism for the area covered, so they started calling them "step-ins". (This typically takes a few days.) Then panties, scanties, unmentionables, undies, and so on and so forth.
I hope they don't use very pointed pencils or pens with permanent ink then......I must get chilly around the wildly if they do that sort of thing in winter though....:)D
"Drawers" now shortened to "draws" like when the po po comes a-knockin you go "Wait a minute while I put on some draws".

BTW "knickers" is short for "knickerbockers", which were the knee length trousers worn by men, always with long socks.
And while we are talking about trousers, "travesti" is Italian for "trousers". Somebody wrote an opera about a girl who masqueraded as a boy, for some reason, and boys wore REALLY tight knickerbockers in those days. Women of that era would not display so much as a bare ankle in public, so a shapely girl in tight pants was a real show stopper. It immediately led to a flood of operas about girls wearing men's clothing, and they were called travesti - trousers!
