If high pressure systems give us good weather what must we do to increase our atmospheric pressure so weather is good all the time?

It's wrong to mess with nature that's billions of years to evolve and work out what's best for humanity and the wildlife it's introduced globally ....

But I like gloomy weather and storms and without them we can't get the rain we need. Good weather gets boring after a while, too, it's nice to have some variety. And, yeah, trying to control the weather like that is bound to have some negative side effects.

An atomic bomb should do the trick.

Come on, let's get serious! All we need is a really big air conditioner over each town.

Not only can we not control the weather, we cannot "set off" volcanoes either - but if anything they would have the opposite effect to what you want!
