If we didn't know better might we think the U.S needs a military presence in space to prepare for something returning?

Don’t hold your breath waiting for that. 

One clearly has nothing to do with the other. 

Or it could be because the Chinese have stated a goal of having a mining colony on the moon.

Whatever nation establishes a base on the moon, will have a superior military position.
Remember, always control the high ground.
