Besides painting art murals on all concrete in the city would it help its expressiveness if they painted it all a bright paint coat?

Yes, and maybe some plants or colorful flowers. Better than concrete to look at, and smells good too. ;)

Oh I thought you said expensiveness as in exclusive.. in that case a tasteful solid colour like racing green or navy blue would be better.  If we are being expressive then maybe two or three tone painted bollards

No. No No.  In all sincerity, I would say blues and greens.  They are the colors of the healthy grass or vegetables and vegetation and the ocean and sky.  We all like these colors because of their familiarity. This post was edited by Merlin at August 16, 2018 2:28 AM MDT
