Here in Arizona, we freak out when it rains. Rain skyrockets the number of accidents, but the big issue is that our soil doesn't really drain, so we wind up with a lot of standing water/ flash floods. Our roads also have lots of dips and go through washes. It never fails. Every big rain, multiple people don't pay attentions to the signs that say "don't enter when flooded" and/or they see the flooding and don't consider how deep it is and what impact it will have on their car. They try to drive through it and get stuck, then either die or need to be rescued by the fire department.
