Not in san Francisco...I mean, you can walk around naked and defecate on the sidewalks with no penalty, unless your dog poops, then you can be fined if you dont pick it up...
No one can be fined here, either, if they poop in public. It's considered an emergency. I do want to add that I've never seen that happen except on country roads where they were behind a door or parked angular to block view, but you could still see cheeks hanging low, sometimes the poop dropping.
I was told by someone who knew someone that told me that dogs know they are not suppose to be licking their balls in public. Thats why they do it. Some even go as far as to lick there butt holes to live on the side of danger.
