    Do you mean if there were sentient sea-life that built civilizations?  EG: Mer-people?

    I wonder if they would have ships to harvest land animals.  Like the reverse of fishing.

    Probably wouldn't be a space program of any sort.  Would they have an equivalent of Deep Sea Vehicles ... but for exploring land?  Hmmm.
