    No.

I can meet with my government representative and endorse a policy.  That is lobbying.

Bribing is if I pay them to represent my view (other than their normal salary, I mean).

    As Walt O'Reagan said.

Lobbying is an essential part of the democratic process.

Bribery is corruption and the undermining of democracy.

I would like to see a system whereby any donation to any political party or candidate becomes a crime - the amount confiscated and a fine of the same amount on top, plus court costs.

Instead, from the treasury, a minimum necessary amount would be set aside to fund each candidate's campaign -
-each party o& candidate treated in precisely the same way.
    - It would pay for a background check on the candidate
    - then media-wide broadcasting of the candidate's curriculum vitae and policies
    - travel to meet and speak with voters
    - appearances on the media, with questions, asked about how their policies would work, be funded, effects for various interest groups etc
    - and public debate on each policy issue between all the candidates,  not just those from the two major parties.

I think this system would help more people see what they're voting for more clearly, rather than just voting for personalities.
It would also mean that the wealthiest don't get an unfair advantage.

No - one can lobby without bribing but not bribe without lobbying.
