No, I’m the only one allowed to scratch up my car(s).  
Certainly not gonna pay some kid to do it. 

Not on the side of the road, but one of the volunteer ambulance corps has a fund raiser every summer and I've had them wash my car and gave a donation .

Yes.
Rotary, a charity that funds local community projects, runs an annual fund-raiser car wash in our area.
I take advantage of it every year.
It's always teenagers doing the job, while a few older people supervise.
The boys and girls are just as cute as the ones in your clip - but they definitely don't pose and flirt like that.
