Have you seen many restaurants where they heat up the plates before loading on the food?

I've only noticed one restaurant doing that. Helps keep the food hot for a longer time.

    Many of them do that.  They also cool the plates/bowls for salad.

    It should be but many restaurant owners here are too cheapskate to bear the small amount that it would cost them. 
    I think it was here in Vancouver where a restaurant was caught substituting baby mice for shrimp in their dishes.
