Well, I remember a case a couple of years ago when a farmer in Britain was using a metal detector to search a field for something he'd lost, a watch perhaps. During the search he stumbled by chance on a buried Roman hoard - a rich find. It would almost certainly have been declared 'treasure trove' in which ownership would automatically revert to the crown. The finder would probably have received a substantial finder's fee, and the artifacts first made available to historical scholarship, and later consigned to some museum for display to the public.
