Good lord! We've barely got through this one. The last thing we want to think about right now is a another one. (I mean, at least let us clean up all the political signs first)
Around here, all political signs are considered litter and must be removed within 1 week of the election. That law was unanimously voted in by the locals. Before that law went into effect, political and local event signs were everywhere - year round. Some fell in the rain and snow, others had their stakes rot out. Then the winds took them everywhere.
Same where I live; but while I don't know the details of the local law, it's amazing the degree of obvious compliance that I observe after each election
I'd say way too early. If Biden lost his health, Harris would become a strong candidate for the Dems. I very much doubt that the Reps would keep Trump, but I'm not sure who they'd put forward in his place - hopefully someone more moderate and with a solid grip on fact and reality.
