Do you think Trump was right about Biden only placing $2 worth of sanctions on Russia.?

Last week Trump said that the $2 worth of sanctions that Biden placed on Russia will have no effect. It has only been a week and the Russian economy is already failing. So I think Trump was way wrong about that. Cheers!
